If you have the budget, it's certainly better to get the slightly larger screen. It's more comfortable to draw on because of the size. And because the screen is larger, it's easier to see the user interface, like the buttons, menus.
I personally think 2048 vs 8192 pen pressure is not significantly different.
As for XP Pen vs Artisul, I guess you have to compare the pros and cons list and see which features you value more. More specifically, compare the software you use to those that I've tested and see if there are any issues.
I may lean more to Artisul because the colour of the screen is better.
