My general advice is to choose based on the software you want to use.
Since it's a device that has to be used in school, going with Windows OS is probably the safer option. But generally speaking most 2-in-1 laptops can't match the drawing experience of iPad and Samsung. So that's the compromise.
Also note that unless the touchscreen laptop specifically mention pen support, or marketed with a pen, there will be no pen support except for use with those rubber tip stylus (not good for drawing)
