Tab S7 is noticeable more portable compared to the larger Tab S7+. Look at your current workflow and see if you'll be bringing the tablet out often, and using it outdoors. If so the smaller tablet may be the better choice. If you are working mostly indoors, and have access to a table, then the Tab S7+ is good because chances are you'll need to set it down on a table to use most of the time.
To get a true sense of the size, I suggest you cut A4 paper to the two sizes and compare.
Due to the more horizontal aspect ratio, these tablets are best used in landscape orientation. If you use apps with user interface that takes up lots of space, those will not be that convenient to use in portrait orientation. E.g. I can use Concepts app in both orientation but Clip Studio Paint is best used in landscape orientation because of the many palettes.
Clip Studio Paint is the main, and best, drawing app on the Samsung Galaxy tablets now. If you use that for drawing great, if not you'll have to learn it (kinda like photoshop but geared towards illustration) because there are no other drawing apps on Android that's comparable at this time.
Both Tab S7 and S7+ should perform more smoothly than the Surface Pro. Samsung S Pen is more sensitive and accurate than the Surface Pen. Android OS is smoother compared to Windows OS unless you're running on seriously powerful specs.
