Dell UP series and BenQ SW series AdobeRGB monitors are the ones with 10-bit colours but do check the specifications.
If you don't compare printed proofs, go with the sRGB monitors which will be cheaper. Those are the Dell U and BenQ PD series.
As for which graphic card to get. Nowadays most graphics card can support 4K so that's not an issue. If you want to run 10-bit colour, check the specifications for the graphics card. I'm not up to date with graphic cards.
