A tablet will be more intuitive to draw with since the lines will appear beneath the pen tip.
As for drawing pads, there are two types. One is without screen, and the other is with a screen, basically a monitor (pen display) you can draw on. The advantage here is you can use your computer software.
I feel like if the last stage of your work is going to be on the computer, it would be good to just get a pen display. A good cheap one is Kamvas 13
