If you go with the 12.9-inch iPad Pro, the user interface elements like icons, menu, buttons are going to be the same size. It's the canvas that's going to be larger. You'll get more canvas space to draw on.
XP-Pen Innovator 16 (actually 15.6 inch diagonal) is going to be significantly larger than the 12.9. The UI elements are going to look larger too.
XP Pen 24, if you refer to the XP-Pen Artist 24 Pro (US $899), has higher resolution (main selling point).
If you prefer larger UI elements, and have the budget, Huion Kamvas 22 Plus (US $549) is good.
Medibang Paint Pro is easy to learn.
Drawing on computer relies a lot on keyboard shortcuts to be productive (can be more productive than Procreate).
