Not sure what you want to do on the laptop. Digital painting? Or editing after scanning?
Generally, I would recommend any computer with dual-core 2GHz, at least 4GB ram (8GB preferable).
If you can afford it, get a SSD-type hard drive for storage (highly recommended). This will make your computer last for a longer time. They will be more expensive that non-SSD drives and have smaller storage, but you can buy external large non-SSD hard drive for much cheaper.
For brands, I would recommend either Lenovo or Apple Macbook Pro. You can just get the low end model for Macbook Pro. If you prefer other brands, just copy the Macbook Pro specifications and see if other brands can match. All low end Macbook Pro are good for digital art.
